I was on Offerup and found a phone That I wanted to buy. The seller requested $285 through Paypal. I sent the money, but he did not send the phone, nor will he ever send it. Realizing that I have been scammed, I wanted to file a chargeback through my bank. My bank said that since the transaction was through Paypal, I have to settle it through Paypal.
So I try to dispute the claim, by mistakenly file it under UNAUTHORIZED TRANSACTION instead of ITEM NOT RECEIVED. Sine the transaction was technically authorized, Paypal closed the case and no refund was given to me. This was an accident, and was meant to be filed under ITEM NOT RECEIVED. I have tried to reopen the case under the appropriate , but it will not let me. The call centers also reject my calls by saying, "We can't support your inquiry over the phone right now. Please visit the Help Center".
