I had canceled a service, received confirmation email on June 23rd, but the merchant never bothered to cancel the recurring transaction they've initiated in Paypal, charged me on July 24th, and didn't refund. Paypal ruled in their favor claiming that I didn't provide them proof (I attached screenshots to the original dispute, but whenever I tried to upload the pdf of email afterwards, got the "error is on our end" problem). I appealed their decision and attached PDF of cancelation email to the message, got the same precanned reply "you did not provide requested information". It is impossible to get anyone live on chat or phone. At this point I am ready to cancel my account (which I had for nearly 20 years) because PP is becoming more of a liability than convenience. A credit card dispute would have been much easier to resolve. Any phone #s or real people I can get in touch with ?
