I have this issue as well. Uploaded documents, still no response from Paypal. Why is it that the Paypal help system operates like a pigeon (yes the bird), you send messages, every iteration takes multiple days, and you get nonsensical responses, likely exacerbated by the fact the no operator can ascertain a situation thru fragmented messaging. All of this is coming at the cost of your customers. If I don't get my name changed within 48hrs, I'll go public and I'll also go to your competitors. It's easier to be proactive than reactive and I can make you reactive thru a tidal-wave of negative publicity. Do the right thing for your customers, if you want them to stay customers. Otherwise, continue building your bureaucracy, we'll see if you get too big to fail.
