Thank you. As a matter of fact, I called Synchrony Bank instead of just messaging PayPal. The agent told me in order to get a provisional credit with the dispute and not incur late fees and interest, one has to call Synchrony Bank not just reach out to PayPal.   The entire amount is now in dispute, the $30.00 (!) late fee and interest, and the payment that was considered “late,” have all  been wiped out.  ... I bought a pair of speakers. The merchant gives you 30 days to return if you do not like them. They sounded  poorly and so I filed a return with the merchant which they accepted and gave me a RMA. TRACKING proves the merchant received the speakers on April 4. I never heard from the merchant nor received a refund I filed a dispute with PayPal. I see the dispute and it says PayPal is waiting to hear from the merchant. PayPal issued me no provisional credit for the transaction in dispute, and is charging me interest on the charge, which I have no intention of paying. I have never had a bank or credit card neither provide a provisional credit or charge interest on a disputed amount, what is going on?   ... View more

I was partially refunded by the merchant $80 for a $155 charge after the merchant wrote me an email promising a refund after the case where I wanted the defendant served was continued... making service impossible. I notified the merchant the day before and the following day, the merchant wrote me an email saying even though his invoice says no refunds, he was refunding me. I have all documentation to prove my case. This merchant was paid $155 to make ONE service request that he never served. After I told him that I needed to cancel, he offered to try to serve the defendant disguised as a “taxi” or Uber driver. I found that very unprofessional. I declined. The next day, he wrote me promising a refund. Yesterday, PayPal notified me of a PARTIAL REFUND. The process server merchant owes me $75.00 more. I sent him an email yesterday which he ignored. Calls go to voice mail that he does not return. As I said, I have ALL contacts and emails to submit to back up my claim. I tried the dispute area of the PayPal website and it will NOT allow me to file a dispute. The merchant is charging me for services NOT rendered. PayPal is of no help- at all. At this point, I spent well over two hours in chat on PayPal with the agent asking me the same questions over and over again as if they don't understand English well. I asked for a supervisor, but the agent refused, saying they were "short staffed." I sent all of the documentation proving my case, but they obviously don't read those, either. They keep sending me canned replies to file a dispute in the resolution center. Fact is, there is not even a link to click upon for this transaction to report an issue to dispute anything.... I'm thinking that it's because the merchant refunded half of my money and PayPal views it as resolved. I agreed to no such partial refund and have the mail proving the merchant agreed to a refund... not a "partial refund." At this point, I am giving up with PayPal as they are not customer friendly at all. I'm canceling my PayPal credit account, debit card... and filing a chargeback with my bank against this charge. If PayPal accessed your bank for the funds either by a debit to your account or through a debit card or credit card, file a chargeback with your bank. Im doing that now with my bank and I've yet to lose a case against PayPal with copies of emails, documentation, etc., that you say that you have in your possession.  ... View more

I have had absolutely no support from PayPal... none. All I get are canned replies telling me how to file a dispute and report a problem. The issue is that there is no option to do this on the transaction. I sent proof to PayPal with copies of emails from the merchant promising a refund... only to have the merchant keep half of the  money I paid. I contacted the merchant and he either lets calls go to voice mail with no reply... or ignores my email. PayPal took the money out of my bank account and I sent them proof. No help... its as if their agents speak little English because I find myself typing the same thing over and over again. I asked for a supervisor.
