It's going to have to be set up in his name if he wants to download funds, so you can help him go through the verification process and input a credit card. He won't be able to get a debit card for 60 days, unfortunately, but I'd have him get one as soon as that time is up - it's more convenient. Tell him "Good luck" for me, too.
