SO basically an Ebay buyer issued a refund before I shipped out the item. The money they sent me in the first place is currently on hold. Currently my PayPal account is limited so I was wondering how I could refund the buyer. I messaged a PayPal support member and they said that the buyer could issue an item not received case on their end but I'm not sure if they would do that on Ebay or on PayPal.
