Ebay Failed Refund, Still Paid for Refund (As Sell...

*Before reading, please know that I am not allowed to have a PayPal balance, so any money in my balance is withdrawed to my bank account.   On Ebay a buyer that I sold an item to accepted a partial refund of $10. When it was accepted, I refunded them. It then said both on Ebay and Paypal that the refund failed. Ebay tells me the refund failed and to go to PayPal, while PayPal tells me that there is a dispute on this transaction and that I must fix it on Ebay. My paypal balance was -18.73 (the total amount I was paid for the sale) after the refund supposedly 'failed.' It required me to add funds. So although I paid for a full refund, it still is failed and I still need to give the partial refund. I then sold another product to someone else which was a higher amount ($25), and now my withdrawable PayPal balance is around $6. I cannot fix this situation on my own right now because both Ebay and PayPal tell me to go to the other to resolve it. How can I get my money back and pay the partial refund? ... View more
