If you cannot subscribe to Shopify store that could be because: the credit/debit card is not confirmed on your PayPal account your account needs to be verified (link and confirm card) could be because your account is limited - please check Resolution Center card issuer and declining it- if yes, please contact your card issuer you might be asked by the system to complete security check I hope I could answer your question.
