I'm trying to buy something off someone and they're suggesting that I make a payment to their fundraiser because they're having "issues" that PayPal is currently resolving. I'm afraid of getting ripped off! If I make this payment and he doesn't ship the item I'm willing to buy, will I be able to file a claim to try and get the money back ?
