About 6 posts under this there is a 14 page thread of posts about this. Theres 2 main reasons for rejection right now. 1. Your main source of sales is ebay. Ebay recently switched to processing their own payments which cuts paypal out of the loop. Until this can be fixed, ebay users are being rejected. 2. Your loan while paid off, is not completed. So the system still believes you have an active loan. Just keep trying every couple of days.
