PayPal is serious about their policies. Somewhere in there says: You can only use PayPal in the country where you are currently living or you can only open a PayPal account to a country where you also have a billing address in there. If they put it in there, they mean it. It would be hard for you to remove limited account if you have no proof of address as indicated in your PayPal account.

Take this to Sony first and ask them to reverse the transactions. It will be hard for you to dispute this as unauthorized since I assume this is a pre-approved payment to Sony, unless it's an express checkout.

The first charge is not actually a charge. It's only an authorization to verify that your credit card is an active account. This USD 1.00 will be refunded immediately right after adding the card. You won't even see it in your card statement. The second is a charge from PayPal to verify that you own the card. The charge depends on the currency of your card. You will see this charge on your card statement and it contains the 4-digit unique PayPal code. Once you verify your PayPal with your code, the charge will be refunded back to your card.
