If there's a dispute open on the transaction, all funds involved will be on hold. You won't be able to issue a partial refund via the normal way. From the messages from eBay and PayPal, it looks like it's an eBay dispute- so I'd call their claims team and ask them to have a partial refind issued on their end. PayPal are a payment processor, meaning they will move money between yourself and the merchant. Therefore it's not PayPal who has offered you the warranty, it's the merchant themselves. PayPal will also cover faulty items only within a 45 day window, as past that they cannot prove if the damage was part of the item originally, or if the damage happened from yourself. You can make a dispute as early as you like, although depending on weather it's physical/digital goods you may not be able to open a full claim. Personally I'd give it a few more days and then if no response, open a dispute 😃

An accidental purchase would fall under "buyer remorse" which PayPal unfortunatley doesn't cover. Your best would be to contact the merchant directly and get them to cancel it.

If you request a new code, it will cancel the old one, so be wary there. A code sent to the bank account should be there straight away, but depending on your bank can take between 2-4 working days to appear on the statement.

Most times a withdrawal will be within the 2 hour time frame, but any withdrawal on PayPal can take a maximum of 72 hours to complete. If it's a new bank, it's more likely to take longer as there will be some details PP and the bank need to set up.
