Hello, @waelalkishawi. In addition to the always excellent information @kernowlass provided, here's a little further clarification.
It sounds like someone obtained your father's card/bank account information and used to to pay for an online purchase. However, I assure you they did not get your father's information from PayPal! As @kernowlass mentioned, PayPal processes payments that occur without a login, and if someone used stolen financial information, a charge would show up on their financial statement even if they don't have a PayPal account.
It's possible someone may have created an actual PayPal account and added your father's financial information to that, but it's more likely the financial information was used to complete a Guest Purchase, but the charge went to your father's bank account, obviously.
Contacting your father's bank and having them dispute the payment is the right thing to do. If the bank says PayPal must handle things, please tell them that does not apply since you father does not have a PayPal account and someone must have stolen his financial information. PayPal responds to requests for information from a bank or card issuer, but the owners of the financial information don't need to contact us. Their bank or card issuer will do that.
