If the email account in question does not exist. Then it should be possible for you to open up such an account in order to fetch the mail. Atleast if PayPal's mail daemon makes multiple attempts to send the confirmation email. Once you have confirmed that email then you can change email address to the correct one in your PayPal account under Profile.   If all else fails then just contact PayPal to resort this issue over the phone. ... Why do she not have a bank account?   Any adult should have one.   Anyway. It will be difficult to operate a PayPal account without a bank account and without a debit or credit card. In the long run Paypal for verification purposes tend to require those things in order to verify users.   It is possible to open and start using an account without those tough. But then in order to pay for something someone ( a friend) have to help out by sending personal gift payments (personal gift payments are free of PayPal fees when sending in the same country and when the funding source is a bank account or PayPal balance) to her PayPal account. That way money will end up in her PayPal balance that can be used for a purchase of goods on line. So if you are a friend she can pay you cash in your hand, and then you transfer funds from your account to his/hers account in order to make a payment.   There is another very limited option (I am not even sure it works at all anymore) and that is if she buys a cash debit card (pre filled Visa/Mastercard) that can be bought in some stores. Those cards can then be used to pay for goods and services. But PayPal is not friendly towards those kinds of cards because they are anonymous. So as of late there is heavy restrictions on PayPal against using those. There is a life time limit on 16 cards on Paypal accouns and that limit will be used up fast when constantly changing cards and most of them can not be added because they fail at PayPal's verification process. So in general, in the long run those can not be used.   The best is simply for your student to get a bank account and a debit card and then sign up for a PayPal account to get her life on line started. ... Have you received this kind of info from PayPal:   " How can I lift my Receiving Limit? In order to comply with European Union anti-money-laundering and ‘Know Your Customer’ regulations, PayPal is required to collect and verify information from its customers. We must do this before our customers receive £1700 GBP/ €2,500 EUR into their PayPal account in total cleared payments within a year of them having received their first payment. To lift your Receiving Limit:  Go to Account Overview > View Limits > Tick the box next to Receiving limit per year > Lift Limits >Follow the onscreen instructions. " If you have followed all the instructions then you just have to wait. I had to wait 10 days before someone from PayPal reviewed my account and lifted my limits after I had sent in a scanned copy of my Passport and utility bill. Beside a verified bank account you might also have to add a debit/credit card and verify that one to in order to lift all limits. But I am not sure about that tough. ... View more

Have you tried to manually enter the transaction-ID from the e-mail that PayPal sent you?   Do that generate a error message? If so what does the error message says?   I am not sure that you can dispute so called Direct payments (Paying without a PayPal account). If it is not possible then I guess the only way forward is to do a Chargeback/Payment reversal by contacting your bank/credit card issuer.   But first before doing all this give the seller up to 7 days to respond to your messages. Then go forward and reverse the payment if he do not willingly refund you.         ... View more

I was not aware of that you could use PayPal to pay for those credits. I just checked my account on FB and I only have the option to use a Credit/Debit card to connect to my FB account. Perhaps PayPal is only available for certain countries such as the UK.   Anyway you have to enter your grandsons FB and go here: https://secure.facebook.com/settings?tab=payments   There you should be able to remove any payment method. You must know your sons password to enter those options tough.   You or the parents should also contact first Facebook and if those do not listen, then contact both PayPal and possibly your bank to let them know about the situation in order to reverse those payments that was not authorized by you. Minors are not allowed to pay for stuff on line, only parents/legal guardians are. Therefor any payments done by minors are not considered legit and must be payed back. At least thats the way the law looks in Sweden and many other EU countries (not 100% sure about the UK tough).             ... View more

It is possible to send payments to e-mail addresses that are not connected to any PayPal account. When that happens PayPal will send out a mail to the recipient letting him/her know that he/she have money to collect and that he/she will get access to them if he/she signs up with a PayPal account. Such mails can easily be seen as suspected Phishing mails and therefor be marked as spam and end up in the junk folder or just bounce back.   So set up a new e-mail address somewhere and try to contact him/her from that address and explain the situation. Hopefully your mail will then reach the recipient.   Did you fund the gift  payment with a credit card/debit card? Then you can always try to do a charge back that way.         ... View more

The only thing directly from PayPal that I can find on this is from an ecommerce website that is targeted towards eBay merchants:   http://letters.auctionbytes.com/cgi-bin/blog/blog.pl?/pl/2010/8/1280972560.html   There is a statement from 2010 from a PayPal spokes person:   "We asked PayPal if this was a new policy or a glitch, here's what a company spokesperson said: "PayPal allows merchants to offer partial refunds, except in a few specific cases where refunds must be given in full. For example, if a buyer pays a merchant via gift certificate or coupon."   So it appears to be an official limitation and since we are now almost 2 years later and still no change, it appears to be a permanent weakness in PayPals system. ... Most likely your costumer used a gift certificate or eBay coupon to pay for part of the purchase. In those cases only the full refund option will be available. Your only option is then to use the personal gift payment option if you want to refund the buyer without him/her paying any fees on the refund.   ... View more
