How long has the package been missing? If they find it, what happens? Does UPS return to you or deliver to seller? Had that issue with a recent delivery to me. UPS lost a $50 order. The order went in, UPS shipping paperwork (tracking number issued) prepared--and everything stopped there. UPS said they were still waiting for the pickup to happen two weeks later. After two weeks, seller/shipper said package lost and sent another at no charge.  I got it and happy me. Two to three more weeks, and I get a SECOND package (i.e. the FIRST "lost" package). Scratched my head over that one. Seller has local stores here, so I returned one package to a local store and all was good. IMO, wait for UPS to issue refund to you first--or ask them to pay the customer the value of the shipment + shipping cost. I also do not see why they need the code you received. To pay you, that happens on the web site where the sale takes place. They place an order at the sale web site and authorize Paypal to pay you when you ship. You ship, provide proof to Paypal, and they pay you. For sales tax, they need to provide their US state sales tax info--but only if you are selling with you in the US. If you are not in the US, then the sales tax is irrelevant for you. Are you in EU/UK? If so, then you have VAT, not a sales tax. For VAT, there is no way to avoid it unless you are shipping out of the EU/UK. Then you do not charge them VAT for your exports out of the VAT area. They pay VAT (if they and you are in same VAT area of EU/UK) and then get it back from the govt if appropriate. I have done that a few times, as we did exports from the EU to the US. We paid VAT on EU purchases because we were buying as a local (i.e. not US)  business in that market. We had a VAT number and were incorporated there. We then filed for a refund from the govt every 3-6 months (?) for the VAT paid on exports. ... View more

Did she send pictures of the *exterior* box(es) used to ship the package(s)? No external box pictures, then it is likely there was little-to-no damage in transit. Been down THAT road too many times.   You say you sold well below retail, so simply ask for the full sets to be returned for a refund AFTER inspection of the returned items.   You could maybe ask the postal inspectors to check it out, but they likely would not get involved. Tell the buyer you are considering contacting the postal inspectors because she says they were damage in transit. Or tell her to do that herself--and then see what happens. ... View more

No idea what they mean by requesting a "code" from Paypal. So, change your password to something they can't guess. I usually let Windows "suggest" some long nonsense password and use that. Paypal does not give that info out.   After the above security step is done, tell the buyer they need to provide a copy of their sales tax document from their state. That is how resellers and non-taxable entities (think the state itself, universities, etc) do not pay sales taxes on many of their purchases. Send the merchant a written cancellation of all your orders. Then notify Paypal and provide them a copy of your order cancellation notice(s). That should do it, particularly as there have been no shipments made to you. Not sure what e-mail (if any) there is to notify Paypal of a cancelled order. There may be a way to do so online, but I have never seen or used it (if it exists). ... View more

If the buyer stopped payment via his credit card company, that is criminal fraud. However, that is not what Paypal claimed in their notice to the seller. The claim of the buyer is the item was never delivered--which has never been disputed by the buyer to Paypal. If the buyer's credit card company refused payment, then Paypal must tell the seller that fact. That opens the buyer to criminal fraud charges if the seller chooses to file a complaint with the police. That knowledge would tell the seller the buyer knowingly committed the crime and would permit him to involve law enforcement. Right now, the seller is left to believe the problem is with Paypal when the non-payment was the result of the buyer's lies to his credit card company.   The f&f issue is a non-issue because it is irrelevant. The package was delivered. It was stolen from the buyer's residence after it was delivered. That, by definition, is home burglary, nothing more. Paypal does not cover burglary from the buyer's residence. ... View more

Did they ship the items? Were they delivered (including the duplicated items)? Start there. Were they paid by Paypal? If "yes" to these questions, then they sent what was ordered (including the duplicated order items). If they did NOT deliver ALL the items, then file a complaint with Paypal and tell them you did not receive all the items you ordered--and you want a refund on all undelivered items. If you have the packing slips for each shipment, and  they are accurate as to what is in that shipment, that is perfect to prove your case.     ... View more

Aug 20 (quoting  you): "A buyer would not be able to open a Paypal dispute for non-receipt of item OR item not as described as they would have no Paypal buyer protection." So how did the buyer open and win a Paypal dispute?   The buyer did acknowledge, in writing, where to send the package. Otherwise, the shipper/seller has no destination to send it in the first place. I did not know what the f&f term meant. Is there a notice from the buyer specifying the missing info? Yes, we do. Buyer admits it. What we do know is the essential information: 1. The package was sent AND delivered to the correct address because the buyer stated that fact in his message. 2. The package was stolen by a porch pirate, with the theft witnessed by a neighbor of the buyer. A stated fact by buyer in message. 3. Buyer does NOT state the package was delivered to the wrong address OR improperly delivered. NOT stated by buyer anywhere. 4. The f&f issue is irrelevant.
