Have I been hacked or is this an email scam? Need help.

I received an email stating that I have paid $299.99 to Brian West from Norton Life Lock. I made no such payment. Would like to confirm if I have been hacked or have been sent an email scam. If I have been hacked, then how can I resolve QSDE_BQ_2655.png
