Why is PayPal holding my money

I sold some items on Ebay and of course all my payments go into my paypal account. But I am a newish Ebay seller and I get a msg on paypal saying

"Payment holds on your ebay transactions. We are working with ebay to make buying and selling even safer. As part of payment holds for new ebay sellers, we will hold the money from your ebay transactions for up to 21 days"

PayPal...... Why are you doing this??? It makes no sense to me. Ive never seen something like this.

this is not right at  now i have to wait for my cash but they are not giving us interest but they charge us though

I need to use the funds to ship items and pay for items... Paypal this is complete crap. Why would you do this to us?
