USPS INSURANCE, tracking & signature confirmation not good enough for Paypal. Class action lawsuit

Buyer receives item, signs for it and package is tracked internally because of USPS Insurance. Delivery confirmed. Buyer tells Paypal he did not receive item. Paypal refunds buyer from seller's funds. Seller provides Paypal with all documentation from USPS including signature scan! Paypal refuses to take action against Buyer and reimburse Seller. Buyer now has merchandise and the money he spent initially to get the item sent to him. Contact me if you have similar Paypal transactions and would like to be part of a class action lawsuit against Paypal for monetary compensation and a forced modification of written and errant Paypal Policy.
