PayPal with Google Authenticator for two-step authentication?

is PayPal considering to use Google Authenticator for two-step authentication?

This is actually a MUST for a paypal, bank etc type of account. Paypal must provide this support for their customers.

After a little reserch I found some info, that paypal is providing two-step authentication using either a hardware token or "VIP access" android app, which is basicaly the same, but only in a few countries.

What I do not understand is, why is paypal diversify customers. I use the android app for eBay, but cannot use it for paypal.
