Holding funds from sellers until the buyer leaves feedback is the worst idea EVER! Since when does Paypal become an authority on buyer satisfaction?? A smooth transaction is all that I wanted from Paypal. If they are going to hold funds, then they should make it very clear BEFORE you use them! Keeping my money in their account for 21 days is a HUGE disadvantage of using Paypal. Stick to transferring funds,not trying to be a satisfaction authority!

Have you tried BBBonline.org? (I think it's now the BBB.org -- you can track PayPal, Inc., a California co., from the bbb.org/online website).
BBBonline.org appears to offer a means of filing complaints and resolving disputes with internet businesses. Also, the best way to get a company like PayPal to respond directly to your communications, is via certified or registered mail or a shipper such as FedEx. I've heard this recommended over and over from various sources, and after working in the legal field for more than 15 yrs., I can vouch that this is the only way attorneys will communicate with their adversaries. Online businesses get thousands of phone calls and emails daily (probably even more with eBay and PayPal), but regular mail gets their attention much quicker.
Also, beware that banking rules and regs. are rapidly changing. Banks are holding deposits much longer now (Bank of America is one of the absolute worst!). As a result, it takes checks and other transactions much longer to clear. Meanwhile, if the deposited funds are not available and the banks can charge you more fees, you can be certain they will!!!
There are so many eBay buyers and sellers and internet businesses -- shouldn't there be a reliable alternative to PayPal that also affords Sellers more protection?

Good job i agree totally. We are paying for those bad apples and effecting are own interests. NOT RIGHT !! I decided i wasn,t listing anything on ebay until i get the money of mine they are holding. I might check out some other ways to sell my goods.Good luck to all the good sellers

why should I have to cll paypal everytime to tell them what they should have done... Dosen't seem like a good business practice..

are you kidding me???? If they are going to take on the job of holding funds then I suggest they take on the job of releasing the money in a timely manor. I SHOULD NOT have to call there, sit on hold, just to "ask if it is sufficient to release MY money". When Pay Pal pays their staff, does the staff have to call their bank to "ask if it is sufficient to release your pay check"??????
I have been waiting 2 weeks for them to release a large portion of my money...mind you, I printed the labels via pay pal like I always do so they have their fricking tracking number, I have left feedback for the buyer, whom in return left me possitive feedback, and now I have to start pulling teeth to get my money??....But oh, thats right, on top of it all, I have to do their job and call them just to point out that it is indeed time to release my money. One day they were kind enough to release $1.77 and I didnt even have to ask for it. I've never even sold anything for as little as a $1.77 so how they calculated that one is beyond me. Give me a fricking break. I have called there, I have emailed 2 times this week alone and still have no reply. And to be quite frank, with working in the Criminal Justice field, I have yet to find where it is even legal for anyone to withhold funds beyond their own time limit. Personally I plan on breathing down the backs of everyone on a daily basis until they release my money so I can take it to a business that is actually trustworthy.

I have a payment on hold right now and it's driving me nuts. I sold the Item on the 8th. Payment was received on the 8th, I shipped on the 9th and have delivery confirmation for the 12th. According to payment hold policy they should release my money on the 15th or sooner if feedback is left. Buyer is unavailable for contact and has not left feedback. It's the 20th and still on hold. I'm getting a big ebay seller fee on the 23erd and don't have enouph money in the bank to pay it util money clears! I've used ebay for over 5 years and have never had this problem before. Makes it extreamly difficult to do bussiness and get proper cash flow.

Customer service was rude and condecending. They treated me like I was unaware of policy even though I kindly explained the paypal policy that should have released my funds on time. payment hold was 7 days past delivery date. Cannot contact buyer to leave feedback. Sent 4 messages since the 12th of November.

PayPal should have the responsibility to verify delivery and satisfaction. I have previous sales front six month ago that still haven't left feedback. If this continues Ill not be selling on Ebay. I can not depend on buyers or wait 21 days for payment.

I think this is pathetic. I have been selling on ebay for almost 10 years, have 100% positive feedback and they are now, suddenly going to decide to hold my money after no problems?? This messes up the way I do business, the way I live - my life. I can't believe that they expect the seller to use their own money to ship the items - when you sell something you should get the money for it before you ship it. This pending balance bs is wrong! I have been on the phone with paypal for a total of two and a half hours in the past 24 hours regarding this matter and with no solution. The first two people I talked to said that they would remove the hold and I wouldn't have to worry about again. Well... apparently they were lying to me to get me off the phone because they haven't and the last person I talked to said they would reveiew my account and decide what to do. If this keeps up I wil be forced to find an alternative method to accept payment and possibly another outlet aside from ebay to sell my goods.
Thanks paypal - this is a great way to treat someone that's been doing business with you for so long -
