Error Code #10417 trying to make an ebay payment !

Paypal has always worked great for ebay payments, now this.

What's going on !

I'm having this same problem. I havnt made any purchases with my paypal account for a few months and all of the sudden its not working. Keep getting a message saying that transaction cannot be completed.

I encountered this problem today as well 

i remembered the bank had reissued my credit card which was the same number but an updated exp date

updated my new exp date in my paypal profile and payment went through!
