not able to link my bank account with paypal

Hi,

  I am kalp vaidya from India and I am not able to link my bank account to PayPal account so that I can transfer the funds to my bank account and withdraw. Please advise me on this as I have been struggling with this for so many days. also paypal customer care is not able to connect over a call

 that was very much disappointing for me. Can't link Bank Account
