Is it a U.S bank account opened IN the U.S and not a virtual/online one like Wise or Payoneer?

Paypal does not support Wise / Payoneer (or any other virtual banks).
Whilst you can sometimes add an account it wouldn't work properly and Paypal advise you against trying.
If you do succeed then Paypal wouldn't be responsible for any missing funds to or from that virtual / digital bank account.

You can't add a local bank in every country, so if when you click to add a bank it only says U.S bank then that is all you can add.
The U.S is the only country that can add their bank account to other countries paypal accounts, Paypal is a U.S company hence that option is allowed.
If you can't add a bank account you would need to add an accepted debit or credit card instead?

If its a card that paypal accept for withdrawals then yes.
Some countries are allowed to withdraw to a credit visa and some mastercard as well.
You could add a card then click to withdraw and see if it is there as a withdrawal source.
Make sure you confirm it first and that the billing address and name on the card matches your paypal account details.

Paypal is a U.S company hence that option is allowed
This is **bleep**. Paypal in the EU is PayPal (Europe) S.à r.l.

The truth is paypal software is a bug pile without any meaningful explanation what is happening why.
Even the developers can't trace down errors due to failed processes.
Customer service is unreachable and if you can contact with them they are unable to help you.
We were fighting them for our money for months.
