Why can't I connect a debit card to my new account?

I can't link my usual debit card to a new account, even though I can link it to my old account. I am planning to use the old account as a savings account while the new one for online purchases. No, the address is not wrong because I literally copy pasted the exact same one from my old account and it still declined my card. The problem is something with my new account. Idk where else to go please

Sorry to hear that you've run into some issues while adding your card to your PayPal account. A card can only be linked to 1 PayPal account at a time. You can add your card to another PayPal account once you removed it from the account it is currently linked. Kindly refer the help centre article Why can't I link my credit or debit card to my PayPal account?  for more details regarding issue in linking the card and their possible solution.

Hi, the card had been unlinked from my main account but it still won't work. I've read the articles provided but I haven't done anything that could possibly be causing this issue. I can't contact the support team because A. Outside of the US and can't call , and B. For some reason the chatbot would always say that no agents are available to help. I'm lost
