Why I can't choose account paypal as a payment method when trying to pay on Booking.com?

Why I can't choose account paypal as a payment method when trying to pay on Booking.com? My balance is  in USD, payment in EUR.

Is it because sum limits or could it be because I'm trying to spend all the money?

If using a balance then funds have to be in the correct currency.
