Hello, I have VISA card which doesn't want to be linked to my PayPal account and I already talked with an PayPal agent called "Panagiotis" where he told me that I must wait 72 hours for my PayPal account and then try again but even after I waited for so long it didnt worked out after I tried. Theres even cash on the card enough to cover the PayPal verification but it simply for some unknown reason doesn't let me to link my VISA card to PayPal and I've been trying it for few days already ever since I got the VISA card. I even asked my bank about this problem where they told me that they hear for this kind of an issue for the first time, whoever came before me and made VISA card just cuz of paypal no one ever complained afterwards. So I'm wondering, how to fix this problem and who can help me out? VISA card from Sparkasse bank, Country Bosnia and Herzegovina.

What error code does it report to you when you try to link your card?
Please DO NOT post any personal information such as numbers, name or anything else that pertains to your personal privacy or security. This is person to person help and is NOT PayPal support.
Also, do you use a VPN/proxy? If so, try turning them off then add your card again. VPN's and Proxies play havoc with authentication processes as they make you appear to be from some place you are not, but when the software checks your info with that of the endpoint of your proxy/VPN, they wont match and this causes any authentication to fail. VPN's just make you appear to be from a certain place, they do not modify nor correct any system settings, nor do they monitor requests for that information.

I turned it off and even reseted my router, also i shut down my antivirus "Avast", reseted pc as well and still it doesn't work. Also this is what it tells me every time I try to add the card: Your card has been declined. Please try a different payment method. I tried from Opera browse, Mozilla Firefox, Opera Browser, Chrome, Microsoft Edge and every time its the same answer...

Also can someone explain me why after I send appeal thru the Message Center / PayPal assistent my messages are disappearing after some time? For example I do the appeal, I ask the question and when I log in next day to check if they answered anything theres no message that I sent at all.. Also, @Grimreepr you can check above on screenshots what PayPal agent told me few days ago but even tho I waited for more than 72 hours again it didn't worked out..

You are based in Bosnia so you have to add a CREDIT visa card to your Paypal account.
Also that card has to be a physical card and not a pre-paid virtual / digital card.
It also has to be a card you can confirm with the 4 digit code.
Advice is voluntary.

- Paypal ignored my wallet setting and charged to a different card. in Wallet
- Acct locked, valid credit cards blocked, balance due in Wallet
