I am sorry to know that you're having issues while adding a bank account and I understand the urgency to add it to PayPal account. Our security program considers a variety of factors at each transaction/activity to keep you safe. Any activity of adding card/bank can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. Here's the Help Center Article to know some of the reasons why you're unable to link your bank. In this case, I would recommend you to clear cache and cookies or try using different browser or device.
