Paypal says I have no bank account to link (in Canada)

I'm unable to link my bank account with Bank of Montreal to Paypal. This account has been open for almost a year, and has a balance, so I know that's not the issue, even though Paypal flags it as a possible reason. I can log into my account on BMO and see the balance there, and I have a balance in my Paypal account so it's just frustrating not being able to use the two together. I've tried clearing cookies, I've tried using multiple devices, and nothing seems to work. Help please?

IGNORE @Technicals THEY ARE SCAMMERS AND HAVE NOTHING TO DO WITH PAYPAL.

DO NOT SEND THEM ANY MONEY.

Also try using another browser or device when you try adding it.

Thanks for this - I've tried all of the steps everyone has suggested in past threads, and have double checked that my accounts are correct, and no matter what I do, I keep getting the same message. I was able to add the account manually, but am waiting for the deposits and withdrawal to show up... but so far it hasn't.
