I tried to withdraw a sum of 4.45€ (the fee was 0.25) from my PayPal balance to my Debit MasterCard, which was declined. I called my bank and they said there was no transaction from PayPal that day. My bank is in Serbia, and we use the Serbian Dinar, but I have a euro account linked to the card and the default currency for the card is set to euro in PayPal settings. My question is why did PayPal decline my transaction?
