I am unable to link a bank account (on web, not app)

I have been using a bank account as a backup payment to my credit card. I'm planning to retire the account, so I want to link a new account. 

I'm doing this in Chrome browser on the Web, not the paypal app.

First, I tried the two-small-deposits method. Unfortunately, my bank transaction record only showed a single withdrawal of $0.23 by Paypal, but did not show the deposits, so that method did not work.

Then I tried the instant method by giving Paypal my online banking username and password. That method appeared to be working. Paypal displayed a screen showing an animation "Verifying login information / Gathering account information" so it appeared to be working. However the next screen was completely blank. I repeated this several times, always with the same blank screen as a result. The account still shows as needing to be linked on the Wallet page.

As I said in the OP, I saw a withdrawal of 0.23 in my account but no deposits. But three days later (today), on a Monday morning, the withdrawals of 0.10 and 0.13 were posted to my account, so I was able to complete linking the account. I suspect the problem was not paypal, but rather my bank posting transactions out of order. Thank you for your replies. Problem solved.
