How can I speak to an Agent about my PayPal account balance?

My account is short due to a recent transaction with Costco. The pending transaction is no longer listed. The final receipts shows an incorrect balance. I'm short for the amount of one of my purchases (as if I bought 2).

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.

If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source. Allow a few days for that to happen.
