Credit card linking

I just got an Union pay credit card from bank and tried to Link it with Paypal,It doesn't works and it seem it's problem of billing address But the when I make new address,the page only say "It looks like your city state and zip code didn't match" when I typed in correct state

Sorry to hear that you're not able to update your billing address to link your credit card. To add your card to your PayPal account, the information registered on your PayPal account must match with the information registered in your card. Any small discrepancy in a name, address, or anything else can cause the error. The billing address on your PayPal account must match with the address on file with your card issuer. 

If you're trying to update an address that linked to a card in your PayPal account, you need to update it with your card issuer. If you have updated your address with your card issuer, please allow few more says for the system to update and accept your new address. You can also review the help center for the possible reasons on why can't you linked your card and the tips here.
