Card LinkeError - This card is linked to another PayPal account.

When trying to link a debit card to my account, I receive the error - "This card is linked to another PayPal account. Please remove the card from the account of try a different payment method." I have tried adding the card using both Chrome and Firefox.
1.) How do I determine the account the card is supposedly linked to?
2.) How do I get in contact with a person on the phone. ( The following numbers to not work:[Removed. Phone #s not permitted] 1[Removed. Phone #s not permitted])

I'm sorry to hear you're unable to add your card to your PayPal account. I recommend double-checking if you have an account associated with any other email addresses you may use by attempting to log in. If you find an older account, you can locate instructions on our Help Center using these links for resetting the password and removing the card.
When reaching out to Customer Support, please only use the contact information listed on the website. You can find the different options by selecting 'Contact' at the bottom of the page or reviewing this Help Center article. Any phone numbers listed on the website will be current. Please do not use any numbers found when searching the internet because many companies try to pose as PayPal.
I hope you're able to locate the account and remove the card so it can be added to your current account soon!
