Cannot link Commbank Mastercard (most likely due to Netcode)

Hi. I cannot link my new Commonwealth Bank of Australia Mastercard Debit Card to paypal (the old one expired), it just declines. I believe this is due to the new "Netcode" feature. On other sites, my card does not decline, but I have to enter a 2fa "Netcode" in order to authorise it. I believe that the reason my card is declining is due to paypal not implementing this feature. I cannot disable Netcode, so I require help solving this issue. Directly linking my bank account is not an accepted solution, I only wish to link the debit card.
