Can't link credit card. No issue from bank. What should I do?

I've been trying to add my credit card to my PayPal but I keep getting a message that says "Your card has been declined. Please try a different payment method." I've contacted my bank several times, with different agents, and they told me that they aren't blocking anything. I've tried contacting PayPal but the only options I get is with the assistant chat and it's always telling me that there's no agents available. What should I do? I've tried multiple browsers and multiple devices, nothing works. I should be clear that this card used to work before on my old account, but it just stopped working suddenly. I can confirm the card works on other websites.
