Can't add my bank account

Hi whenever I try to link my account through routing number and account is shows me, Sorry, we are unable to link that bank because it is disabled please help me on this. Thank you.

Paypal don't accept virtual bank accounts if that is what you are adding?

Or have you had a failed bank transfer or negative balance using that bank account at all causing the decline?
