unavailable to link the bank

hye guys.. im got some trouble here about sorry that bank is already linked to the maximum number of PayPal accounts.. im already search the solution in community and already tried every one of them and im even close the old account and create a new one.. When im try to link the bank its still get the same problem.. so anyone got solution for this.. please let me know.. Thank you

You can only add a bank account to a paypal account x3 times in that banks life time so have you added it 3 times already?
