When add my cridet i see this message: This card is linked to another PayPal account

I have removed all card and close my paypal then after a month i create new paypal account.

When add my cridet i see this message:

"This card is linked to another PayPal account. Please remove the card from the other account or try a different payment method."

I try from 35 days every time i see same message!

Please help me.
