Unable to access funds in wallet

I made a payment via Paypal using the debit card linked to my account. I received a refund for that payment but it was deposited in Paypal balance (Which I don't have access to ) rather than then card the payment was made from. How do I access the funds and move it to my card? NB: I cant transfer money in Paypal Nigeria

You can't receive funds to a balance in Nigeria and anyway any refund is automatically processed back to the funding source used to pay in the first instance.

Allow 30 days for it to go back to your card ie one billing cycle although its normally only a few days.

I also thought it was not possible to receive funds in a balance. But it was sent there. See attached image.

It's been 56 days since I was refunded. Are there other options available?
