I can't link my card ! 

Your card is still linked to your PayPal account, but you can’t use it for purchases until you confirm that you’re the owner. Try confirming again or contact the card issuer.

Think it has to be a visa credit card in your country.

@kernowlass Thanks ... I'm from Algeria ... my card is Paysera ... I know people that have paysera linked with paypal in Algeria so I can !!

What should I do now ?

@kernowlass  they email me : You cannot link your VISA card with PayPal because it is already cancelled by the card issuer on September 3, 2021, in accordance with their Terms and Conditions, because the card was not activated within 3-months from issue date. Canceled cards cannot be reactivated.

You can proceed to order a new card. In your account go to Payment Cards > Proceed with order.

so I can't link right !!
