Downtime for sending Crypto?

Hello -

Is there a downtime for sending Crypto? I bought ~$300 in ETH on 9/1; yet I'm getting an error message that I don't own enough Crypto when I try to send it to my friend's wallet (and I already sent him ETH via PayPal before with no issues). Please see screenshots below.

I'm also having this problem. Did you ever find a solution? It does appear that PayPal let's you buy crypto and trade it out of the service, but it seems to be stuck in a permanent state of thinking that I don't have enough of it regardless of how much I've got.
