There's three simple solutions I have for you:
1. Contact Paypal Customer Service to speak with a Customer Service Agent and tell them the issue to try and get help from them and try to solve it.

2. If your card is associated with a bank account that you have, try to add your bank account instead (it's just as effective as using a card as a payment method, it just comes directly from your bank account and not directly from your card)
3. If your card is a bank card associated with an active bank account of yours, go to your bank's branch location or website (the website is easier in my opinion, since I know both Truist and Wells Fargo does this but idk about other banks) and try to order a new card from them (as far as I know, the action of ordering a new card should be completely free and not cost you anything. It will just take time to arrive).
Also, out of curiosity, are you talking about a debit card or a credit card? You called it a debit card and then you called it a credit card. I know that banks do that with debit cards, but I don't use credit cards, so I don't know how ordering new credit cards work but I'm assuming it's a similar process. If all else fails, I suggest you call your card provider and ask their customer service to help you.
