i Have been trying to add a bank account but keep getting an error message that says, "This account needs a little help to link it. Contact us and we can help with that, or you can link a different account."
Don't think you can add a local bank account in your country.
You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
