Unable to purchase using my Visa Debit card that is linked to Paypal.

I was told that if one one is able to add a debit card to his/her account, that means that particular card is accepted by Paypalfor online Transaction.
I'm using Federal Bank, India. I have the top tier debit card - Visa Gold Premium card.
For some reason, my international purchases from 3rd party sites are being denied. Reson being my bank denying the payment. I called both my bank's and Paypal customer care.
Paypal staff told me that if I was able to add a debit card then it works with Paypal.
My bank's staff told be that there is a 50% chance that it'll work.
I'm really confused right now. I literally opened a new bank account exclusively for Paypal usage.
I will be thankfull if someone can confirm that if the issue is on my Bank's side or is it with my card.
