I want to send money to my friend's PayPal account. I have a Personal account and he has a business account. However the money is not a transaction (I am not paying his for a service, I just want to pay for my share of drinks) and I just want to see if I can use PayPal to repay him. Would I get charged? Would he get charged? And how much?

Does not matter on your account type.
If you are sending to a friend or family member then make sure you use send money > family / friends and NOT send money > goods / services.
If you fund the transaction from your bank account using instant bank transfer then it's free.
But if you fund it using a card then you pay a fee.
Advice is voluntary.
Kudos / Solution appreciated.

If you're sending the money to a family/friend from your PayPal balance, it's free. If it's from credit or debit card, it costs fee. The fee depends on the country of transaction. Here is the link for more info: https://www.paypal.com/us/webapps/helpcenter/helphub/article/?solutionId=FAQ690.
