where is the send & request tab

Hi, brand new to PayPal - had to send money in US $ to a US person. I had the US $ in my PayPal account, but he did not receive the full amount I sent. Apparently there is some way to ensure the person receives the amount you mean to send, and there are references in Help to a Send & Request tab - but I can't see any such tab, nor is there a reference to "Friends & Family". How do I send X dollars and have the person receive X dollars? Thanks!

Firstly if you are paying for goods or services then you should always use that option and the seller should pay their fee.

If you are using the friends/family option then that is a 'gift' payment with no buyer protection.

If you go to send money > put in the email address > the friends/family option should show up on the next screen.
