I sent money to the wrong email, which came up when I typed in the correct email.

The recipient accepted the money, and will not return.  I did send a refund request.

PayPal says there is nothing they can do?

Did you send it using the friends/family option?

If so then you sent a gift to someone and you wouldn't have any buyer protection so unfortunately there is nothing paypal can do about it if the recipient fails to refund you.
