iam trying to receive money from upwork site put they telling me that paypal blocking the transaction

but i linked my account to master card and my payment refused again 

and i read in the article that my money will hold by the system for 30 days  

is that mean every payment will stay in my account 30 day and i will not be able to withdraw my money during this 30 days ??

Try reading again, it does not mention mastercard does it, it mentions VISA.

The 30 days hold only starts once the funds are showing IN your paypal balance.

You are talking about funds going into your balance that you have not received yet.

To receive funds you need to add a VISA as per link.
