how to change from "goods & services" to "friends & family in personal account

Hi all, i am having issue with my account. My account is personal account but it woudn't allow me to send money with the selection of Friend's & family, it automatically showed "goods & services". How can i change that error?

Unfortunately the 'friends/family'' option is not available in every country.

really, does that means the recipient of the fund would be charged a fee on the money received ?? Thanks in advance for the swift response.

Unfortunately yes, you would pay a fee to receive a goods/services payment OR you could see if xoom is a better option for you?

You would be able to receive however it would depend on where the sender was as to whether they have xoom in their country to send funds.

i just tried now, but its not possible to make sign up because of the country i sign up my paypal from here in Qatar.
