I am new to Paypal. I am trying to send USD to virtual assistant in Phillipines from Canada in USD. Paypal is declining saying my bank is the problem and my TD bank says Paypal is the problem.
1. Do I have to put funds into the wallet to send from?
2. Does it have to be USD in the wallet.?
3. Why when I say send usd the conversion say 5601 Phillipine Peso amount but USD in the description.
I have been at this for about 7 hours and Paypal has NOT been at all helpful.
